Yes you can use dictionaries and regular expressions to pre-annotate your documents. It might not be perfect but it will save you a lot of time. After finishing the annotation of a hundred doc or so, I suggest to enable the ML training function and let the model annotate the rest of your documents (you will need to do some corrections of course).
